Originally published in Swedish as Hundarna i Riga in 1992 and later translated into German as Hunde von Riga.

Synopsis
The Dogs of Riga explores the collapse of the Soviet Union and the effect this process has on its people as well as the West.

It is winter, 1991. Inspector Kurt Wallander's team at the Ystad police station face a new challenge: two corpses, frozen together in a gruesome embrace, have been washed ashore on the remote Swedish coastline. The dead men were Eastern European criminals, but what looks like a gangland hit takes on a much more sinister aspect when Wallander travels across the Baltic Sea to Latvia, a nation in the throws of the massive upheaval that will lead to its independence from the Soviet Union. Wallander is thrown into an icy, alien world of police surveillance, veiled threats and lies, coming to understand what it is to live in a nation in which democracy is still a dream. Only his dogged, almost subconscious desire to see justice done will lead him to the shadowy figures he pursues.

Inspector Kurt Wallander and his team at the Ystad police station in Skåne, southern Sweden, receive an anonymous tip-off that comes to pass a few days later: a life raft is washed up on a beach. In it are two men, dressed in expensive suits, shot dead.

The dead men were Eastern European criminals, victims of what seems to have been a gangland hit. But as the case soon takes on a sinister turn, Wallander finds himself in Riga, Latvia. There he is plunged into a frozen, alien world of police surveillance, scarcely veiled threats and lies. Only his dogged, almost subconscious desire to see justice done brings the truth to light.

The year is 1992; the Soviet Empire has been consigned to history. Latvia is now a sovereign state. But behind the official autonomy, powerful forces are at work with close links to the Russian Mafia. A rubber dinghy with the bodies of two dead men onboard washes up on the coast of Southern Sweden. The police in Ystad, led by Detective Superintendent Kurt Wallander are soon able to establish that the two men were murdered and that the dinghy originated in Latvia. The Latvian police send a Major Liepa across to Ystad to assist with the investigation. The case of the two dead men is soon seen to be the product of an internal Mafia dispute, and Liepa returns home. Shortly afterwards a message comes from Riga that Liepa has been murdered immediately upon his arrival back home. Together with Blomman, a young Ystad cop of Latvian extraction Wallander sets off for Riga. A deadly game of cat and mouse ensues in the shadow of the collapse of the Soviet Union.
